A retrieval‑grounded chatbot demo for answering questions about NSW government services with verifiable citations and a refusal/clarify policy rather than hallucinated links. Intended for Service NSW or developers building trustworthy RAG agents for public-sector content. Key features: - Every Service NSW page converted to a single structured JSON document (summary, intro, who_can_apply, steps, faqs, url, last_modified). - Flat corpus index for retrieval. - Hybrid retrieval: BM25 + optional dense embeddings fused by Reciprocal Rank Fusion; falls back to BM25-only. - Mode picker (answer / clarify / guide) using top score, margin, and query specificity. - LLM constrained by a strict system prompt; all claims end with numbered citations. Structured fields are rendered directly (trust boundary). - Shipping Next.js app with quick start, local embedding options (Ollama/OpenAI), and Vercel deployment notes.
